Patch day is looming (tomorrow?) and the downloader is broken. Other threads have reported the problem with the Player Test Realm (PTR) and now the live background downloader which has been primed with the new patch is failing, simply saying that the Torrent file is corrupt. Wine agrees with this, but if I delete the Torrent file in the Cache directory and re-run the BackgroundDownloader.exe in wine, it works for a while and eventually crashes.
The 2.3 patch is going to have to be downloaded and applied manually if this isn't resolved, and since it's currently 222 MB (including all of the new data for Zul'Aman and various updated zones like Dustwallow), that's going to be quite a pain.

I don't think your alone here, my computer and my wife's are both having that problem. And she runs Windows 2000. I don't think this is just a Cedega problem. I run Cedega in Ubuntu Gutsy Gibbon.
